    Ask the taxi driver to head to the roundabout at Nga Cheung Road and Austin Road West to Museum Drive. There are designated pick-up and drop-off areas at the Art Park entrance, the B1/F entrance of M+ and the LG/F entrance of the Hong Kong Palace Museum.

    The water taxi service operates a circular route every weekend and public holiday, starting from Tsim Sha Tsui East, with calling points at Wan Chai, Central and West Kowloon Cultural District (Yau Ma Tei Typhoon Shelter Landing No. 2).

                HOOMAN features a selection of hot dog combos punily named after different dog breeds, including the Corgi, Poodle and Chihuahua. and other light bites such as truffle fries.                   To make the West Kowloon Cultural District accessible and enjoyable for everyone, we are developing a growing range of facilities. Our bike sharing programme, SmartBike, is designed to encourage the use of bicycles in the park and allow visitors to make the most of the stunning harbour views along the waterfront promenade. We are also currently operating an Electric Vehicle trial service. This service will provide visitors with easy access to various venues in the District while reducing carbon footprint. Car parking facilities are also available.

                    The Competition Pavilion is the winning design of the Hong Kong Architects & Designers Competition 2017. Located on the waterfront promenade, the timber pavilion offers sweeping views of the sunset over Victoria Harbour. It is available for public enjoyment and hire. 

                     

                    Titled “Growing Up”, the Competition Pavilion was designed by Paul Tse and Evelyn Ting of New Office Works with the support of Sun Fook Holdings Construction Limited. “Growing Up” was selected out of 320 submissions by an expert panel of local and international jurors.

                    Just as the process of growing trees requires good soil, the process of growing up requires a strong foundation of collective memories of the city. “Growing Up” captures everyday Hong Kong elements, embedding and cultivating them within the fabric of a major arts and cultural centre. 

                     

                    The large, sloped roof is supported by rows of timber columns that, like seedlings, start small, and branch out to become a commanding harbourfront presence. Its stepped structure, reminiscent of the city’s hilly terrain, provides seating and performance space.  

                     

                    Despite its simplicity, porosity, materiality and scale can be experienced at different angles of the pavilion. The north and south elevations are characterised by transparency, with surrounding vegetation in full view between slender columns of the pavilion. As one moves around the structure, the columns overlap and frame a view of the waterfront. The pavilion appears densest from the east, with the steps forming an intricate screen that accentuate the transition from park to water. In contrast, open space and a distinct landscape emerges from the harbour. The pavilion’s multifaceted character reflects the rich diversity of Hong Kong.

                      SmartBike is a bike sharing programme designed to facilitate visitors’ enjoyment in West Kowloon, and to encourage them to use bicycles as a sustainable means of transport in the District. SmartBike allows visitors to enjoy stunning views of Victoria Harbour and easy access to cultural venues, restaurants and cafes along the waterfront promenade.

                      • Tuesday to Friday: 2:00pm–6:30pm
                      • Saturday, Sunday and Public Holiday:10:00am–6:30pm

                      Last ride departs no later than 5:30pm (subject to availability)

                       

                      Adverse Weather Arrangements
                      The SmartBike service will be suspended immediately if Typhoon Signal No. 3 or above or an Amber, Red or Black Rainstorm Warning or thunderstorm warning is in force. The service will resume within two hours after the signal is cancelled. If the signal is cancelled less than 2 hours before closing hours, SmartBike will remain closed.

                      SmartBike (Adult and Junior): HK$30 per hour (or part of an hour)
                      Family Bike: HK$120 per hour (or part of an hour)

                      Rent and Return

                      Before your ride, please provide proof of identity to register and pay at the SmartBike service kiosk. Please return the bike at the kiosk after your ride.

                      For your safety, we would advise you to wear a helmet before setting off. You may bring your own or rent one from the kiosk for HK$15 per session.

                       

                      Remarks

                      1. SmartBikes (Adult & Junior) and Family Bikes are to be used only in the West Kowloon Art Park.
                      2. The minimum height for Adult bike users is 150cm.
                      3. Junior bikes of various sizes are also available for users under 150cm tall or shorter. Bikes with training wheels, suitable for children aged 3 to 5 years and/or under 90cm in height, are also available.
                      4. Children under 11 should ride with adult supervision.
                      5. Family Bike are only available on Saturdays, Sundays and public holidays (subject to availability).
                      6. All the bikes are rented on a 2-hour basis on Saturdays, Sundays, and public holidays (except family bikes).
                      7. Please refer to rental and service terms and conditions at our service kiosk.

                        • Seat belts must be worn and standing is not allowed inside the vehicle.

                        • Prams/strollers must be folded before boarding.

                        • The West Kowloon Cultural District Authority may change the location of Boarding Points and/or route based on the conditions of the Art Park without prior notice.

                         

                        Adverse weather arrangement

                        The service will be suspended in the event of rain or when Typhoon Signal No. 8 or above is in force. The West Kowloon Cultural District Authority reserves the right to suspend the service without prior notice if other adverse weather-related conditions prevail.

                          In addition to our pet-friendly Art Park and promenade, West Kowloon also has an off-leash Pet Zone, where you can socialise your pets and meet fellow pet parents. Fenced with a double-gated entrance, Pet Zone is equipped with pet waste bins and a water tap. 

                           

                          Outside of the Pet Zone, pet owners are required to keep their pets on a leash, and should always clean up after their pets.

                            Got a question? Phone battery flat? Need a lawn chair? Our park ambassadors at the mobile information booth will be more than happy to assist you with enquiries, provide you information on West Kowloon events and activities, and lend you outdoor furniture, including foldable outdoor chairs and inflatable sofas, portable power banks with charging cables and umbrellas. Some facilities are subject to a refundable deposit, and the lending service may also be adjusted depending on weather condition and availability. The booth is located in the Art Park, near West Kowloon’s waterfront restaurants.

                              Featuring a sprawling promenade, sweeping views of the Victoria Harbour, open lawn spaces and footpaths, the Art Park is an urban oasis for recreation, relaxation and pets.  

                               

                              From bistros and pet-friendly cafes to fine dining experiences, the Art Park offers a plethora of harbourfront dining options. A variety of indoor and outdoor entertainment options are also available here, including Freespace, a contemporary performing arts centre. Amenities include rentable SmartBikes and bottle-filling water dispensers at multiple locations.

                                As an integral part of the 23-hectare public open space within the district, the Art Park will provide a major green open space in the heart of the city, and a range of arts, cultural and leisure facilities.

                                 

                                The Art Park and public open space are envisaged to be welcoming and accessible for all. They should be managed in a way that encourages a wide range of uses and activities within shared spaces, while respecting and balancing the needs of different users.

                                 

                                WKCDA has developed a set of bylaw and guidelines to govern the operation of the Park as well as other open spaces within the district, such as the Artist Square, the Avenue and the waterfront promenade. The bylaw took into account the vision and mission of the Art Park as well as public views collected in a three-stage public engagement exercise between 2009-2011 and a park public survey in 2014, which sought views and ideas from the public on how the Art Park in the WKCD could be operated and managed. The results from the public engagement exercise, together with WKCDA’s experience in operating and managing the existing Waterfront Promenade over the past two years, were into consideration in the formulation of these bylaw and guidelines. The WKCDA also made reference to the existing laws and management practice of local and overseas parks, pleasure grounds and places of amusement.

                                 

                                Highlights of the bylaw related to public activities include:

                                • Playing ball games, using skateboards, bicycles or roller skates/ blades are permitted unless otherwise specifically noticed;
                                • Pets are permitted so long as they are on a lead or otherwise kept under control; and
                                • Flying kites is allowed within a certain height under control.

                                1. 什么是「公众休憩用地附例及指引」?附例适用于整个西九文化区吗?

                                We hope that all visitors are able to enjoy themselves at the Art Park and other open areas around West Kowloon, without overriding or interfering with management. The Bylaw is necessary to ensure public safety and that the activities of individual park users do not cause excessive disturbance to other users. We enforce the Bylaw in all public open spaces across West Kowloon, including the Art Park, Artist Square, the M+ podium, Xiqu Square, the Avenue and the waterfront promenade. 

                                2. 谁负责执行附例?

                                Our frontline management team plays an important role in facilitating the safe and enjoyable use of the Art Park and public open spaces. Our frontline staff are properly trained and familiar with West Kowloon’s public space management policy. They will enforce the Bylaw and devise procedures and operation guidelines when necessary, depending on circumstances.

                                3. 谁负责提出附例?

                                The West Kowloon Cultural District Authority drafted the Bylaw after seeking the opinions of different stakeholders, including the Legislative Council, all 18 District Councils (Yau Tsim Mong, in particular), the Authority’s diverse Consultation Panel, street performers, arts and cultural groups, the Hong Kong Police Force and representatives of nearby residents. We also made reference to the existing laws and management of local and overseas parks, pleasure grounds and places of amusement in places such as Australia, China, Canada, the United States, the United Kingdom, Singapore and Taiwan. 

                                 

                                In 2015, we uploaded the draft Bylaw and guidelines to our website to inform the public and collect feedback. After giving your feedback careful consideration, we submitted the Bylaw to the Legislative Council for vetting. The Bylaw was gazetted in June 2016.

                                4. 艺术公园的入场人数会否设限?

                                For safety, we implement crowd control at the Art Park and public open spaces when necessary. 

                                5. 我们可于艺术公园露营及煮食吗?

                                A person must not light any fires, barbecue or cook food in a public open space. Camping will only be allowed with a permit under specific circumstances. The Art Park and public open spaces should be welcoming and accessible for all, and we manage them in a way that encourages a wide range of uses and activities within shared spaces while respecting and balancing the needs of different users. The Bylaw provides the West Kowloon District Authority with the minimum powers necessary to regulate conduct or activities relevant to West Kowloon’s operations. 

                                6. 可以进入草地吗?

                                Of course! Our lawns were designed for public enjoyment and we hire experts to maintain them. 

                                7. 西九文化区可以摆卖吗?

                                No. The Bylaw provides the Authority with the minimum necessary powers to regulate conduct or activities relevant to the operation of the WKCD. 

                                8. 可以在西九文化区放风筝吗?

                                Kites can be flown as long as they do not break Hong Kong aviation safety laws. The string must be kept to 50m or shorter. 

                                9. 宠物可进入西九文化区吗?

                                We welcome all pets at the Art Park as long as they are leashed, kept under control and are not a nuisance to other park goers.

                                10. 如何确保公众休憩用地有保安监察?

                                Our security staff and surveillance cameras keep the Art Park and public open spaces under watch.  

                                11. 在香港,街头表演在公众地方是合法的,为何管理局要求在文化区内的街头表演者必须申领许可证?

                                We encourage street entertainment and believe it allows arts enthusiasts to showcase their talent, enhances public exposure to the arts and makes West Kowloon an even more interesting place to be. That said, we hope to cultivate a mature and disciplined street performance ecology that balances artistic expression with the comfort and safety of other visitors. Sharing public space requires cooperation and mutual respect. Our permit system and guidelines facilitates that by allowing buskers to perform at ease while safeguarding the rights of other people. 

                                12.如何申请「街头表演许可证」?

                                The scheme is only for street performers aged 18 or above.

                                You will have to apply for a Street Performance Permit in person. We will ask you to fill out a form; submit information on the type of performance, content, equipment and instruments you will be using; a photo of yourself; and a video of your act that is at least five minutes long. This is not an audition, but a supplement to your application. Successful applicants will be granted a permit valid for one year upon the payment of a small administrative fee. 

                                13. 管理局会否容许敏感表演内容呢?特别涉及政治或时事的表演?

                                We do not censor content and believe in the freedom of artistic expression.

                                14. 街头表演者可在哪些地方演出?

                                Please refer to the Street Performance Scheme.

                                15. 指引订下10多项规定,包括表演者使用的乐器、道具、设备须于3分钟内移走及在同一位置可演出最多两小时等,对街头表演者是否过于规范?为什么?

                                We hope that buskers can keep their performances simple and highly mobile to make way for emergency responders when accidents happen. Our frontline staff will handle situations in an accommodating and pragmatic manner to ensure that street performers can perform freely and comfortably.  

                                  

                                16. 很多街头表演都是即兴的,应如何规范?

                                We have a pragmatic and accommodating approach in implementing the guidelines, and also provide training for frontline staff to handle different situations. 

                                17. 若表演者违反指引,管理局是否会撤销其许可证?

                                Yes.

                                18. 指引会否造成表演限制?例如有关安全及噪音等规定可能令部分表演类型受到限制?

                                We work hard to maintain a balance between the freedom of artistic expression and the comfort and safety of visitors in public spaces across West Kowloon. The volume of all performances must be kept at reasonable levels at lower than 85dB within 2 meters. 

                                19. 街头表演者可接受金钱打赏及售卖东西吗?

                                Performers are allowed to pass the hat around, leaving open an instrument case or other receptacle etc., but all contributions must be voluntary. Buskers may also sell original creations.

                                20. 指引会检讨吗?

                                We review our guidelines periodically and improve them as necessary. 

                                21. 附例附设有关拍摄及摄影的指引。有关指引适用于什么类型拍摄/摄影?

                                We regulate filming and photography to safeguard the interests of other park goers. Understandably, professional filming and photography generally involve a certain amount of equipment, personnel and space required. To ensure that the use of space is properly managed, you will need to apply for a permit. Persons who carry out any commercial filming or photography without approval, as required by the Bylaw and guidelines, may be required to stop and obtain a permit before they can resume their activities. Amateur filming or photography, or filming or photography for news and current affairs programmes, do not require permits. 

                                22. 婚纱摄影需申请吗?

                                Amateur individuals and groups are most welcome to take wedding photos at West Kowloon. However, commercial wedding photographers who wish to use the Art Park or public areas for photoshoots will be required to register for a one-year permit and pay a small administrative charge. 

                                23. 可否在艺术公园开设训练班或举行活动?

                                You are free to organise activities that involve fewer than 30 participants without approval as long as the activities do not interfere with daily park operations and the enjoyment of other Park visitors. Organisers of activities that exceed 30 participants will be required to ask for approval beforehand.

                                To keep our lawns in pristine condition and for the safety of other Park visitors, please do not conduct any ball training exercise in groups (regardless of group size), including footballs, basketballs, rugby, baseballs etc., in the Art Park and public open spaces.
