    West Kowloon Cultural District Authority (WKCDA) is inviting interested parties to submit an Expression of Interest (EOI) in tendering for its ACE (Art, Commerce and Exhibitions) Project.
     

    West Kowloon Cultural District (WKCD) is seeking EOIs for the ACE project, which is to include an exhibition centre set in a vibrant downtown art district, a hotel and rental offices together with embedded retail/dining/entertainment (RDE) facilities. The ACE will be packaged as a joint development forming an Exhibition Hub. The exhibition centre element must provide 47,045m² of art, commerce and exhibition space to respond to a growing demand for space to accommodate the types of art fairs, exhibitions, conventions and entertainment programmes that are known to be seeking to expand in Hong Kong. Adjacent to the exhibition centre is a U-shaped site within which the project is expected to include 81,066m² of hotel and rental offices as well as 6,894m² of embedded RDE facilities.
     

    All commercial development packages within the WKCD, including ACE, will be undertaken through open and competitive tendering. In this case, private sector investors are invited to submit an EOI in order to prequalify for the subsequent tender for the design, construction, finance, maintenance and operation of the ACE Project under a Build-Operate-Transfer (BOT) procurement model.
     

    The ownership of the land and premises will be retained by WKCDA. The BOT model will generate a steady income stream to help enhance the long-term financial sustainability of WKCDA. The future tender guidelines will contain requirements to control the design of the buildings and the future management of the exhibition and other facilities to ensure the ACE is fully compatible with the rest of the development within the WKCD.
     

    Parties interested in tendering for the ACE are invited to submit their EOI by the EOI Closing Date and Time to the Authority and in accordance with the detailed requirements set out in the EOI document.

    12nn (Hong Kong Time), 12 August 2019

    Indicative Tender Dates:

    Q3-Q4 2019 with contract award in Q3 2020
