    The West Kowloon District Authority (WKCDA or the Authority) executed the Land Grant under the Authority’s corporate seal yesterday, representing the final process of conferring upon the Authority title to the land required for the development and operation of the West Kowloon Cultural District (the District) by the Government of the Hong Kong Special Administrative Region (the Government).
     

    Mr Henry Tang Ying-yen, Chairman of the WKCDA Board expressed his delight at the execution of the Land Grant. ‘The execution of the Land Grant is a momentous milestone of the District’s Development,’ he said. ‘It enables the Authority to take forward the development of the site into an integrated arts and cultural district together with the Hotel/Office/Residential (HOR) developments, which will add vibrancy to the District and in the long term, generate recurrent income to sustain the operation of arts and cultural facilities in the District.’
     

    As required by section 18 of the West Kowloon Cultural District Authority Ordinance (Cap. 601) (the Ordinance), the affixing of the corporate seal is to be authenticated by the signatures of two WKCDA Board Members. The WKCDA Board Chairman and the Chief Executive Officer of WKCDA signed the Land Grant to comply with the Ordinance requirement.
     

    Since 2013, the Government and the Authority have been discussing about the conditions of the Land Grant as envisioned by the Ordinance to confer upon the Authority title to the land. The execution of the Land Grant will enable the Authority to take forward the District development with HOR developments, in accordance with the Enhanced Financial Arrangement announced in 2017 Policy Address made by the Government on 18 January 2017.

    The West Kowloon Cultural District is one of the largest and most ambitious cultural projects in the world. Its vision is to create a vibrant new cultural quarter for Hong Kong on forty hectares of reclaimed land located alongside Victoria Harbour. With a varied mix of theatres, performance spaces, and museums, the West Kowloon Cultural District will produce and host world-class exhibitions, performances and cultural events, providing twenty-three hectares of public open space, including a two-kilometre waterfront promenade.
