The West Kowloon Cultural District Authority (WKCDA or the Authority) announced the appointment of the Honourable Kenneth Fok Kai-kong as a Member of the Public Private Partnership (PPP) Projects Committee set up under the Board of WKCDA for a term of two years from 22 June 2022 to 21 June 2024, or the cessation of his Board membership, whichever is earlier.
The WKCDA Board also reappointed Mr Daniel Lam Chun as a Co-Opted Member to the PPP Projects Committee for another term from 30 June 2022 to 31 December 2023.
The PPP Projects Committee oversees the Public Private Partnership projects, including all Hotel/Office/Residential and Retail, Dining and Entertainment developments procured by way of the Build-Operate-Transfer (BOT) method under the Enhanced Financial Arrangement, from planning, procurement and project implementation to successful completion of works – carried out by the Authority, its wholly-owned subsidiaries or BOT third-party participants.
WKCDA currently has seven committees under the WKCDA Board, namely the Executive Committee, Audit Committee, Development Committee, Investment Committee, Performing Arts Committee, PPP Projects Committee and Remuneration Committee. They have been established to assist and make recommendations to the WKCDA Board in various specialised areas related to the implementation of the West Kowloon Cultural District project.
Members of the WKCDA Board have joined different committees in accordance with their expertise, professional knowledge and experience. The WKCDA Board appoints non-Board members as Co-Opted Members to the committees in order to tap expertise from different professional and community sectors.

The West Kowloon Cultural District is one of the largest and most ambitious cultural projects globally. Its vision is to create a vibrant new cultural quarter for Hong Kong on forty hectares of reclaimed land located alongside Victoria Harbour. With a varied mix of theatres, performance spaces, and museums, the West Kowloon Cultural District will produce and host world-class exhibitions, performances and cultural events, providing twenty-three hectares of public open space, including a two-kilometre waterfront promenade.
