Mr Vincent Liu was appointed Director of Leisure and Cultural Services in October 2019. With an establishment of over 10,000 civil servants, the Leisure and Cultural Services Department develops and manages recreation, sports and cultural facilities and organises a wide array of sport, leisure and cultural programmes that meet the needs and interests of different segments of the population in Hong Kong. The Department manages, among others, 17 museums and visual art centres, 16 performing arts venues and over 80 public libraries.
Mr Liu joined the Hong Kong Civil Service in 1987. Since then, he has served in more than ten government bureaux and departments with a wide spectrum of portfolio covering environment, energy, broadcasting, civil service matters, home affairs to leisure and cultural services. Before taking up the current post, Mr Liu was Government Property Administrator managing government properties and optimising the use of government sites and properties.
Mr Liu graduated with Bachelor of Business Administration from the Chinese University of Hong Kong.
