Mr Tsang was formerly Secretary for Home Affairs of Hong Kong SAR Government (2007 to 2015). He was a Hong Kong Deputy to the 7th to 10th National People's Congress (1990 to 2008). He served as Member of the Central Policy Unit of Hong Kong SAR Government (1998 to 2007).

Mr Tsang was engaged in journalistic work for nearly 30 years. He holds two Master's degrees from the University of Hong Kong: Master of International and Public Affairs; and Master of Arts in Comparative Literature. He was a Nieman Fellow at Harvard University from 1994 to 1995.
