Invitation to Tender for the Artist Square Towers Project in the West Kowloon Cultural District (Ref: WKCDA/COMM/2/416/22507)

Description:
The West Kowloon Cultural District Authority (“Authority”) is inviting interested parties to tender for the development and operation of a prime commercial property development project, namely Artist Square Towers Project (“AST Project”), comprising Office and Retail / Dining / Entertainment (“RDE”) uses in the West Kowloon Cultural District (“WKCD”).

Collection of the Invitation to Tender (“ITT”) documents (“ITT Documents”):
Details on tendering for the AST Project are contained in the ITT Documents which can be collected by making written request to the Authority.  Interested parties should download the Request Form through the weblink below, complete and return it by hand (see Remark 1), or by post, together with a cashier order of HK$3,000 (non-refundable) made payable to “West Kowloon Cultural District Authority” to the following addressee to request for collection of the ITT Documents.

“Request for Invitation to Tender Documents for AST Project in the WKCD”

Tender Briefing:
Interested parties whose Request Forms (with the required cashier orders) are received by the Authority for collection of the ITT Documents and who have indicated preference to attend the Tender Briefing by 5:00 p.m. on 21 September 2022 will be invited to attend an on-line Tender Briefing tentatively scheduled at 11:00 a.m. on 27 September 2022. Details would be announced through email.

Site Visit:
Interested parties who have requested for collection of the ITT Documents can request for a site visit by email to astproject@wkcda.hk.

Submission of Tenders:
The tender response to the ITT must be prepared and submitted before the Closing Date/Time for tender submission in accordance with the requirements set out in the ITT Documents.  Late submission will not be accepted.

Closing Date/Time for Tender Submission:
5:00 p.m. on 14 November 2022 (Hong Kong time)

In the event that a typhoon signal No. 8 or above is hoisted or a black rainstorm warning signal is issued between Hong Kong time 9:00 a.m. and 5:00 p.m. on the Closing Date, the Closing Date/Time will be extended to Hong Kong time 5:00 p.m. on the next working day.  For the purpose of this paragraph, Saturdays, Sundays and Public Holidays are not counted as working days.

Remarks:
1. Please hand in the Request Form between 10:00 a.m. and 5:00 p.m., Monday to Friday (excluding Public Holidays)

2. All costs and expenses incurred for, or in connection with, any response to this Notice, the ITT Documents, including the preparation and/or submission of the tender, shall be the responsibility of the interested parties.

3. Without prejudice to the terms and conditions of the ITT, the Authority shall not be bound to accept or respond to any responses and reserve the right to suspend, not to proceed with, or to cancel this ITT.
